Am I entitled to a resident permit?
A resident permit allows you to park in the zone where you live, if you are:
- a permanent resident at an eligible address within the controlled parking zone and
- the registered keeper or main user of the vehicle
You will need to provide proof of this with your permit application. Find out which documents we will accept, see: resident permit proof of eligibility. Eligible addresses are listed when making a permit application.
Permits are virtual and linked to the vehicle registration number.
Residents are entitled to buy up to two resident parking permits per property. Except in Rye, where residents are entitled to buy one resident parking permit per property.
As there is a very limited amount of kerb space in Rye, only 44 resident permits will be available. Owners of a second home or holiday home within a permit zone are not eligible for a resident permit.
Where can I park?

The map shows the zone boundary, you can park within the correct zone for your permit in
- resident permit holders only bays
- permit holder only bays
- shared use bays (permit holders or time limited)
- shared use bays (permit holders or paid parking)
When parking, the letter on the sign must show the same letter that your permit is valid for. There is no time limit.
Residents living in the HS zone in Lewes will have a permit that allows parking in two zones.
Lewes residents with a zone C permit can use it to park in South Street (South) car park.
Having a permit does not guarantee you a parking space and the permit is not valid in any other bay or off street car park.

Charges for resident permits
The tables below show permit charges and environmental discount levels.
The level of discount will depend on the CO2 emissions of your vehicle. These can be found on:
- your vehicle registration certificate or
- insurance schedule

Vehicle emissions
To qualify for an environmental discount you must show proof with your application. Without proof you will be charged the standard or petrol and diesel rate and will not be able to cancel the permit and reapply at a different rate unless your engine has been modified and you have the certificate to show these changes.

Residents with a blue badge
Battle, Bexhill and Eastbourne
If you are a resident and a blue badge holder living in a permit zone, you can purchase a blue badge resident permit at the reduced cost of £8. You must provide a copy of your valid blue badge when applying.
Hastings
If you are a resident living in a permit zone, you must buy a resident permit to park in the permit and shared use bays.
Lewes
If you are a resident living in permit zone you do not need to buy a resident permit. Your blue badge is valid in the permit and shared use bays without time limit.
Paying for your permit
Once you have received confirmation that your permit has been approved you can pay online or at one of these libraries:
There is a £5 administration fee for processing refunds, which will be deducted from the refund amount. We can only refund full remaining months.
Just moved into a permit zone?
You will need to change the details on the vehicle registration document and provide proof of your new address, for example, a tenancy agreement or letter from your solicitor providing details of the completion of the mortgage.
We can only issue a three month permit until these changes have been made and you have provided the correct documents.
