Contributions for education, libraries, household waste recycling centres and rights of way
The following guidance 'Updated figures for calculating developer contributions with effect from 1 October 2026' sets out the costs related to developer contributions which are applied to consultations on planning applications received by East Sussex County Council for;
- schools (early years, primary, secondary and special)
- libraries
- waste
- rights of way

Updated figures for calculating developer contributions with effect from 1 October 2026
The contributions have been updated to provide revised costs from 2026/27. The revised costs will be applied to East Sussex County Council responses to consultations received from 1 October 2026 (Q3 2026/27).
These figures replace the costs previously published within the ‘Updated figures for calculating development contributions with effect from 1 January 2015’. This provided costs from the financial year 2014/15 and updated the figures published in ‘Updated Information on Stress Areas and Contribution Costs, with effect from April 2012’ which provided costs for the financial year 2012/2013.
Costs for Library, Waste and Rights of Way index the 2014/2015 figures to the BCIS All-in Tender Price Index (TPI). Costs for Education are based on the cost multipliers applied to recently completed Education projects and identified budgets for delivering school places in the capital programme.
These figures will continue to be updated annually, in April each year, to the BCIS All in TPI.
