Bus Service Improvement Plan (BSIP)
In line with the Government’s National Bus Strategy, all local transport authorities and bus operators had to submit a Bus Service Improvement Plan (BSIP). Funding for improvements was then allocated by the Department for Transport (DfT).
How we are improving bus services
Our BSIP was submitted in October 2021 and sets out how we plan to work with local bus companies to improve bus services, traffic congestion and air quality in East Sussex, through:
- simpler fares
- more bus priority measures
- high-quality information, in more places
- better evening and weekend services.
BSIP2 was submitted in spring 2025 as an update on what we have achieved so far and planned improvements beyond 2025.

How much funding was granted?
The £41.4 million from the Department for Transport (DfT) was less than we asked for. This meant we had to reduce the scope of our plans and concentrate on the most essential improvements. A sharp rise in costs was also a factor.
The spending was approved at the Lead Member for Transport and Environment meeting on Monday, 18th July, 2022.
Further BSIP funding for 2025-2026 for East Sussex was announced in November 2024.
Enhanced Partnership - working with local bus operators
An Enhanced Partnership (EP) is an agreement between us and East Sussex bus operators. It sets out how we will work together to deliver the objectives of the BSIP. The EP Plan sets out our objectives and the EP Scheme describes how we will achieve them:
