Privacy notice - Eastbourne Phase 2b consultation
Overview
Phase 2b of the Eastbourne Town Centre Movement and Access Package. These proposals seek to improve access into and around Eastbourne town centre, with a focus on improving the pedestrian experience for all and enhancing the public realm. This will support housing, retail, and business growth in the town centre. The three elements being consulted on are:
- Pedestrianisation and enhancement of Terminus Road
- Pedestrian improvements at Memorial Roundabout
- Relocation of part of the town centre Ring Road.

What information is being used?
In order to carry out the consultation, we will collect:

Postcode (data will be anonymised when used to assess the approximate areas responses to the consultation have come from).
Email address (optional for ESCC to provide you with follow up information only)
How will your information be used?
The consultation survey data will be used to:
Deliver improvements as part of Eastbourne Town Centre Movement & Access Package Phase 2b, which support and complement changes made in Phase 1 and Phase 2a of the Eastbourne Town Centre Movement and Access Package.
We aim to maintain high standards, adopt best practice for our record keeping and regularly check and report on how we are doing. Your information is never sold for direct marketing purposes.
Our staff are trained to handle your information correctly and protect your confidentiality and privacy.
Your information is processed in the UK or in a country with an adequacy agreement with the UK.
What is the legal basis for processing your information?
The Council will process data under the following legal basis:
UK GDPR Article 6 1(a) - consent has been given for ESCC to process your personal data for a specific purpose
You can withdraw your consent for us to process your information at any time.
How long will your information be kept for?
Your information will be kept for a maximum of 2 years from the end of the consultation period. Please see the Records Retention and Disposal Schedule for information.
Sharing your information
Your data will only be shared with those involved in the consultation at East Sussex County Council.
Any sharing of personal data is always done:
- on a case-by-case basis
- using the minimum personal data necessary
- with the appropriate security controls in place
- in line with legislation.
Information is only shared with those agencies and bodies who have a "need to know" or where you have consented to the sharing of your personal data to such persons.
We may use the information we hold about you to assist in the detection and prevention of crime or fraud. We may also share this information with other bodies that inspect and manage public funds.
Use of third party organisations
East Sussex County Council may share your information with trusted external organisations to process your data on our behalf.
Your data will only be shared with those involved in the consultation at East Sussex County Council.
Any organisation commissioned by the Council will be under contractual obligation to comply with data protection legislation.

Under data protection legislation, you have the right:

- to ask for access to your information
- to ask for your information to be corrected if it is inaccurate or incomplete
- to ask for your information to be deleted or removed where there is no need for us to continue processing it

- to object to how your information is used
- to challenge any decisions made without human intervention (automated decision making)
