Children’s Services doesn’t normally offer advice about Level 1 and 2 needs.

If the Continuum of Need indicates Level 1 or Level 2:

signpost the family

These are Universal 1 and Universal Plus services when children’s needs:

  • can be met by parents
  • could be met with expert support and guidance
