The Asset Management and Performance Team is seeking a Project Engagement Manager.

The Team is focussed on improving the operation of the Council’s property assets, and sits at the forefront of many interactions, offering a window into the Property Team to start new projects and deliver information.

The role will support the Head of Asset Management and Performance in the day to day running of Property’s service engagement and project delivery programmes. They will lead on risk analysis, stakeholder management and report to a variety of internal and external personnel. The Project Engagement Manager will oversee the production and maintenance of Property’s policy information, working with other key managers to ensure that internal services, elected members and the public have access to the up to date documentation which will be held on the intranet and the ESCC website.

The Project Engagement Manager will link in with the Project Management & Information Officer to oversee aspects of the Project Management Office Process.

We are looking for candidates who

  • are able to work independently.
  • have a background in property with an emphasis on landlord and tenant matters.
  • have market experience to offer an understanding of the local values and trends, along with the legal requirements for leasehold premises as well as energy requirement standards.
  • are proficient in reading and understanding legal documentation such as leases, licences and formal occupational agreements.
  • have an understanding of premise records, compliance areas and the processes of where to obtain information from such as Land Registry, VOA and other government websites.
  • having an awareness of the likely appropriate actions for a local authority to take would be beneficial.
  • have basic mapping skills and an understanding the build environment.
  • have experience in creation of presentations and other documentation.

Overall, we are seeking a person who can manage multiple tasks at a single time offering pragmatic solution focused advice to our clients whilst also conveying detailed instructions to our internal property teams, when matters are required to be formalised or need further specialist advice (such as maintenance, construction and legal formalisation).

Your starting salary will be pro rata if the above position is part-time or term-time only.

Work Permits: we may be able to obtain a Work Permit for this post but this is subject to meeting the requirements of the UK Border Agency’s Points-based Immigration System.
