Course description This course is designed to give Adult Social Care staff an overview of the key duties of the Care Act and an understanding of how this is applied in East Sussex. 
Training objectives
  • To explore the key duties and responsibilities of the Care Act.
  • To develop an understanding of the Care Act, its principles, values and the national context.
  • To become familiar with the various tools used within the Care Act pathway. 
 
Learning outcomes
  • Discuss and name the stages of the Care Act pathway in East Sussex.
  • Name the tools used for applying the Care Act including the Resource Allocation System (RAS) and application of eligibility criteria.
  • Recognise and describe the importance of reablement within the context of the Care Act.

Course description This course is designed to explore the legal duties in relation to assessment and review of adults and carers with care and support needs. 
Training objectives
  • Explore key duties and responsibilities of the Care Act
  • Explore and understand best practice in holistic and person-centred assessment of clients and carers throughout the Care Act pathway
  • Explore the Resource Allocation System (RAS) and increase understanding of the assessment tools. 
Learning outcomes
  • Enable individuals to receive an appropriate and proportionate assessment
  • Recognise assessment as a key element of any prevention strategy 
  • Explain importance of a strength based approach to assessments
  • Establish how a carer’s assessment explores the sustainability of the carer’s caring role and the impact beyond their caring responsibilities
  • Explore the duty to appoint advocacy services.

The Care Act: Case Recording

Course description A half day course designed to explore the case recording management procedures in line with the Care Act legal requirements. Staff will have an opportunity to practice case recording, discuss what to record, how to record, and proportionate recording within agreed timescales. 
Training objectives
  • Explore key duties and responsibilities of the Care Act in relation to Case Recording
  • Understand the requirements of East Sussex County Council (ESCC) Case Recording operational instructions and practice standards
  • Review recording of individuals' views and needs and address situations where there may be conflict between opinion of adult/carer and staff member
  • Look at key elements of effective records including legal perspectives and protection for staff. 
Learning outcomes
  • Describe the current ESCC Case Recording Policy 
  • List the timescales for recording in line with practice standards 
  • Discuss recording standards in line with operational instructions, practice standards and good practice 
  • Evaluate confidentiality and consent to share information 
  • Explain when Safeguarding procedures need to be implemented.

Training objectives
  • Explore the key duties and responsibilities of the Care Act in relation to direct payments
  • Increase understanding of policies and processes for direct payments
  • Be confident and knowledgeable when promoting direct payments to clients as a way of meeting their needs and outcomes
  • Be confident in how to express the flexible use of a direct payment in a support plan. 
 
Learning outcomes
  • Demonstrate knowledge, confidence, and commitment to actively promote direct payments in your work
  • The opportunity to share practice and experience of working with direct payments, including evaluating the use of direct payments for non-traditional services and managing risk
  • List the options for using direct payments and be familiar with departmental policies and procedures.

Course description This course is designed to explain the national eligibility criteria for both adults with care and support needs and informal carers. This course will give an opportunity to apply the national eligibility criteria to both an adult and carer and understand the difference between adult and carer eligibility. 
Training objectives
  • Explore the key duties and responsibilities of the Care Act 
  • Identify and promote good practice in assessment 
  • Understand the National Eligibility criteria 
  • Increase shared understanding of what is meant by needs, outcomes, and services 
  • Be confident in distinguishing between needs, outcomes, and services. 
Learning outcomes
  • Support individuals to make informed choices to manage their self-care needs and promote their independence and well-being
  • Apply eligibility criteria for both adults with care and support needs and informal carers
  • Communicate effectively to enable individuals to plan how to identify their needs, meet their desired outcomes, and develop and gain confidence to be independent
  • Understand the legal duties on Local Authorities in relation to the process of determining eligibility.

  • Explore key duties and responsibilities of the Care Act in relation to managing risk 
  • Improve understanding of the case risk management operational guidance and practice standards  
  • Understand how and when risk assessment tools must be applied in practice  
  • Explore the need to balance positive risk taking with duty of care. Share ideas and experiences with other participants. 
Learning outcomes
  • Explore importance of positive risk taking 
  • Review risk identification, assessment and management process and understand the support adults need in taking and managing risks 
  • Reflect on practice and the recording processes you need to ensure you have evidence to support your judgements 
  • Recognise how Mental Capacity will impact on risk management 
  • Explain when Safeguarding procedures need to be implemented.

Course description This course explores Support Planning procedures in line with Care Act legal requirements. Staff will complete support planning tools with case studies or examples from their own practice.  The course is suitable for: Contact and Assessment Teams; Occupational Therapy Teams; Neighbourhood Support Teams; Mental Health and Learning Disability Teams; Transition Teams, Hospital Teams, Sensory Teams, Reviewing teams, Health and Social Care Connect (HSCC), Occupational Therapy Teams (OT), Neighbourhood Support Teams (NST), Crisis Response Nurses (CR Nurses). 
Training objectives
  • Explore key duties and responsibilities of the Care Act 
  •  Learn how to calculate and complete the Personal Budget 
  • Increase confidence in costing and writing a support plan 
  • Review the option of brokerage in support planning 
  • Understand the duty to appoint independent advocacy and when it needs to be implemented. 
Learning outcomes By the end of this session it is anticipated you will be able to: 
  • Accurately cost a personal budget 
  • List best practice in support planning 
  • Establish the process of securing and using a direct payment 
  • Describe the role of the service placement team in commissioning services.
