Resident and business permit proof of eligibility

Parking charges are set to rise on Tuesday 2 April 2024, for only the second time in 14 years.

To apply for a resident or business permit you will need to provide one proof of address and one proof of vehicle ownership or use. Both documents must show the same name and address. Businesses also need to provide proof of how the vehicle is used for the operation of the business. The documents listed below will be accepted.

Resident permits

Proof of where you live

One of the following documents:

  • Driving licence.
  • Council tax bill (dated for the current year).
  • Council or housing trust statement of account (dated for the current year).
  • Current flat or house contents insurance document.
  • Benefits or pension book or letter.
  • Tenancy agreement (not handwritten and valid for the duration of the permit).

Proof that you own or use the vehicle

One of the following documents: 

  • Vehicle registration certificate.
  • Motor insurance certificate and schedule.
  • If you have just bought the vehicle we will accept either the new keepers supplement (V5/2) or a sales invoice from a garage or dealer and your insurance document.
  • If you hire, lease or rent a vehicle, you must produce the agreement which shows your name and your address.
  • If you have a company vehicle you will need to provide a letter on the company’s headed paper from the company secretary or someone of a similar position (not from you) confirming that you are the only person using the vehicle. You must also produce the vehicle registration certificate or lease agreement showing either your name and address or the company’s name and address.

Business Permits

Proof of business address

  • business utility bill (not more than three months old)
  • business bank statement (not more than three months old)
  • invoice received at business address (not more than three months old)
  • business rates bill (dated for the current year)
  • lease agreement (dated for the current year), or
  • letter from the business rate payer (in cases where the current lease is not available)

Proof that you own or use the vehicle

  • vehicle registration certificate showing business address
  • hire, lease or rental agreement showing business address
  • document showing insurance for business use and a supporting letter on company headed paper (from the company secretary or someone in a similar position) to confirm this, and
  • a letter or evidence of how the vehicle is used for the operation of the business including the average number of times it is used each day
