3. Draft Strategic Commissioning Strategy

Our draft Strategy East Sussex Libraries – The Way Forward is the final part of the Libraries Transformation Programme. It explains our proposals for the Library and Information Service for East Sussex for the next five years.

The proposals within the draft Strategy have not yet been decided. East Sussex County Council’s Cabinet have agreed to a 12 week consultation on our draft proposals, which runs from 21 September to 14 December 2017. We would like to hear from you whether you currently use the Library and Information Service or not.

Once the consultation is complete and the results have been analysed, the draft Libraries Strategic Commissioning Strategy and all the supporting documents will be finalised and updated proposals presented to Cabinet in March 2018. We aim to start implementing the Libraries Strategic Commissioning Strategy from April 2018.

Technical Appendix 1 – National and Local Context
This document sets out the national and local context in which the East Sussex Library and Information Service is provided.

Technical Appendix 2 – Needs Assessment
This document provides a clear evidence-based review of needs, both met and unmet, that impact on the current and future provision of the Library and Information Service.

Technical Appendix 3 – Service Description and Analysis
This document describes all aspects of the current East Sussex Library and Information Service.

Technical Appendix 4 – Property Assessment
This document sets out the current properties from which the East Sussex Library and Information Service delivers its functions and reviews the effectiveness of existing library buildings.

Technical Appendix 5 – Accessibility Analysis
This document assesses the accessibility of the Library and Information Service in terms of both the physical infrastructure that people can use (for example, library buildings and the services available within them) and the digital services that people can access online without having to visit the library (for example, eBooks and eMagazines, and online reference material).

Technical Appendix 6 – Gap Analysis and Strategic Outcomes
This document identifies which services should be provided by the Library and Information Service in order to meet the needs identified within the Needs Assessment (Technical Appendix 2) and identifies the Strategic Outcomes which would underpin the draft Libraries Strategic Commissioning Strategy to prioritise available resources and service delivery according to need.

Technical Appendix 7 – Delivery Model Initial Options Appraisal
This document considers the different possible ways (known as ‘delivery models’) in which the Libraries Strategic Commissioning Strategy could be implemented.
