Transport Development Control (TDC) is one of four teams in the Planning and Environment Service, which is part of the Communities, Economy and Transport Directorate. The overall aims of the Planning and Environment Service are to ensure that decisions made about planning and development make a positive difference to the economy, people, and places of East Sussex and to enable the delivery of the right infrastructure, in the right place, at the right time.  The work of the Service includes undertaking statutory and other functions relating to planning, highways, and development, influencing other decision- makers, and working in partnership with other organisations and bodies to achieve a range of broad and, sometimes, long-term outcomes.

The TDC team consists of transport planning professionals, responsible for providing expert technical transport advice to Local Planning Authorities (LPA’s) in order to ensure that development proposals through the planning process are of the highest quality, whilst promoting active travel, minimising and mitigating residual impacts on the highway network. TDC also supports LPA’s as they develop evidence bases for local plans.

About You

You will work as part of a team delivering a customer-focused service and helping to meet agreed outcomes and priorities for this service area.  You have an interest or expertise in transport planning and the ability to build and maintain productive relationships with key stakeholders.  You will liaise with, advise and influence others in order to make a positive contribution to the quality of life in our communities.  You will translate national, regional and local transport and planning strategies, policies and technical guidance into robust decisions and advice regarding development proposals across the county and cross boundary. 

You will manage and prioritise your own workload, respond independently to unanticipated problems and situations, balance competing needs, finances and resources.  You will be politically aware and have the skills to navigate conflicting interests whilst also demonstrating value for money. 

You will represent the County Council in written form and potentially in person, managing negotiations and discussions with LPA’s, developers and other key stakeholders such as elected members, National Highways, community groups and consultants.  You will travel independently around the County to undertake site visits and to attend meetings.

All roles require an awareness and understanding of equality and diversity legislation with commitment to equal opportunities and anti-discriminatory practice.  In addition, you will need working knowledge of Microsoft Office (in particular Outlook, Word and Excel), a driving licence and the ability to converse at ease and provide advice in accurately spoken and written English.

About the Roles

Transport Development Control Officer - Grade SS7 to 8, £22,689 - £25,993

You will assist the team in delivery of an integrated TDC service.  You will help to ensure that the team provides robust and consistent highway and transport advice on planning matters across the county, developing local and interpreting national policy to achieve County Council objectives and targets.

You will provide a high level of customer service to internal and/or external customers and stakeholders, within agreed departmental and corporate practices, procedures, and agreed timescales. You will take responsibility for referring customer enquiries to other internal and external departments or services, as necessary. You will provide timely and accurate information, including undertaking searches, investigating issues and providing advice on policies and procedures to customers.

You will maintain your personal development and knowledge of transportation policy and legislation and produce correspondence and reports from written documents and other sources, including research and analysis as appropriate. Undertake research and provide project support under the direction of a project lead or manager, preparing findings and reports.

You will plan and organise your own workload, having regard to the effective use of resources and safe working practices.  You will maintain timely and accurate paper and electronic records including the use of specialist software or databases. You will input to responding to complaints and appeals where necessary.

This post requires QCF Level 4 qualifications or equivalent experience, QCF Level 2 Maths and English qualifications or a demonstration of competency in these areas.

Senior Transport Development Control Officer - Grade 9 to 10, £26,890 to £32,527)

You will directly support the management team in the delivery of an integrated TDC service.  You will act as a technical mentor and specialist advisor for the team, ensuring that it provides robust and consistent highway and transport advice on planning matters across the county. You will develop and interpret local and national transportation planning policy to achieve County Council objectives and targets.

You will be responsible for your own caseload, including potentially complex cases where there are competing and demanding deadlines, providing advice on policy, legal and regulatory issues and producing records of actions taken, outcomes and decisions. You will support more junior members of the team, particularly with complex enquiries, appeal procedures and escalations. You will maintain professional development and comprehensive knowledge of relevant legislation and provide advice on legal and regulatory issues, including interpretation of transportation policy.

You will respond to complaints from customers, including appeals and independently manage projects and hold accountability for delivery of the project objectives. You may be a local subject matter expert in a specific technical area, providing support and guidance on this specialist area to other members of the team and updating local policies as required.

You will work with attention to detail and a high level of accuracy and hold QCF Level 5 qualifications in Civil Engineering or Transport Planning or equivalent experience.

Principal Transport Development Control Officer – Grade 11 to 12, £33,725 to £39,288)

You will directly support and deputise for the Assistant Team Manager in the delivery of an integrated TDC service.  You will act as a technical mentor and specialist advisor for the team, ensuring that it provides robust and consistent highway and transport advice on planning matters across the county. You will develop and interpret local and national transportation planning policy to achieve County Council objectives and targets.

You will be responsible for holding a large caseload, including complex cases where there are competing and demanding deadlines, providing advice on policy, legal and regulatory issues and producing records of actions taken, outcomes and decisions. You will support other members of the team, particularly with complex enquiries, appeal procedures and escalations. You will maintain professional development and comprehensive knowledge of relevant legislation and provide advice on legal and regulatory issues, including interpretation of transportation policy.

You will respond to complaints from customers, including appeals and monitoring local budgets so that they are used appropriately and effectively, maintaining records to account for spending.

You will be responsible for managing small to medium contracts, ensuring value for money, setting and monitoring KPIs, resolving contract issues and escalating compliance issues to contract sponsor as appropriate. You will ensure policies, procedures and regulations are followed by self and members of the team and lead on the development of local policies, procedures, systems and guidance in response to changes in legislation and best practice.

You will plan and organise long term programmes of work including allocation of work to other members of the team, having regard to the effective use of resources and safe working practices.  You will provide management data and reports to Senior Management. 

You will lead on complex case work where there is a need to communicate and manage contentious matters, establishing and maintaining relationships with stakeholders including the public and/or elected members.

You will work with attention to detail and a high level of accuracy with QCF Level 6 or equivalent experience.

Additional Information

Your starting salary will be pro rata if the above position is part-time or term-time only.

Work Permits: we may be able to obtain a Work Permit for this post but this is subject to meeting the requirements of the UK Border Agency’s Points-based Immigration System.
