The Considerate Constructors scheme investigated eight aspects of the works including: cleanliness, the environment, accountability, and whether the works were respectful, safe and responsible.
Rupert Clubb, Director of Transport and Environment, said: "I am very pleased that we have received this ringing endorsement of our work. We have been working hard to coordinate the work, keep local people, traders and visitors informed, and help people with any difficulties they may have whilst work takes place on this busy shopping street.
"A lot of planning has gone into the Living Cliffe Scheme to complete it as quickly as possible and minimise the impact on local people and traders.
"We talked with utility companies to plan their work in tandem with ours and avoid the need to dig up the road again once the new scheme is in place.
"However, we were informed shortly after work began that an old cast-iron gas main which runs from Cliffe Bridge to Morris Road needed to be replaced in order to meet health and safety standards.
"We also discovered that the Victorian culverts beneath the street had been punctured by several utility company pipes and needed to be strengthened.
"Clearly we would not want the Living Cliffe to be disturbed in the future if it can be avoided, and Southern Gas Networks agreed to bring their work forward accordingly.
"Work to repair the culverts and replace the gas main will inevitably cause disruption, so East Sussex Highways will retain overall responsibility for the site in order to co-ordinate the work of Clancy Docwra (Southern Water’s contractor), Morrissons (Southern Gas Network’s contractor), and C J Thorne (who will strengthen the culverts).
"We understand the need to maintain pedestrian access to the shops, but at times it may be necessary to close a section of footway in order to ensure the safety of pedestrians.
"The Living Cliffe Scheme will retain the vibrant and distinctive character of this historic street whilst reducing the dominance of motor vehicles and providing an attractive, pedestrian-friendly area that can accommodate loading and cycling.
"But I would like to reassure residents and traders that the street will remain open for business throughout the building stage."
