If the application is approved it will enable the County Council to take over responsibility from the police for enforcing on-street parking regulations across the whole Borough.
An original application was made by the County Council for Decriminalised Enforcement Powers in May 2007. However, despite an evaluation report including discussions with the police which demonstrated that Decriminalised Parking was the best enforcement option, the Borough Council have continued to oppose it.
Decriminalised Parking Enforcement became Civil Parking Enforcement under new regulations in March 2008. The decision made by the Transport Minister means that the County Council can now resubmit an amended application which will reflect this change.
The County Council’s application to the Secretary of State to enable the introduction of Civil Parking Enforcement across the town is entirely separate from the consultation on the introduction of new parking controls in Eastbourne, including parking charges. Cabinet will be considering a report on this issue on 8 July 2008.

Should this application be approved by the Department for Transport, a legal document known as a "statutory instrument" will sit in the Houses of Parliament for 21 days, after which time, the powers will come into effect.
