A legal agreement with the applicant, Veolia, will be required and there will be conditions on the planning permission to ensure matters such as dust, noise and construction do not have an adverse impact on people.
The Planning Committee had initially conditionally approved the application in February. However, members looked again at the proposals after the Government removed various policies from Development Plans across the country in September – because new-style plans and planning policies are being introduced. Members reconsidered the planning application in the light of current Development Plan policies.
A legal agreement on lorry routeing, compensatory off-site planting and landscaping, and a financial contribution towards site monitoring will need to be secured before full planning permission is granted.
The proposed facility will generate electricity from household waste collected in East Sussex and Brighton & Hove that cannot be composted or recycled, diverting it from landfill sites. The electricity would be fed into the distribution network, providing power to the equivalent of 16,500 homes.
Veolia was granted a Pollution Prevention and Control permit for the proposed facility by the Environment Agency (EA) last year. The Agency said it was satisfied that if the facility is built and operated according to EA conditions it would 'not damage the environment or cause harm to human health'.
