Councillor Matthew Lock, the County Council's Lead Member for Transport and Environment, and Councillor David Tutt, Leader of the Borough Council, will now analyse each other's ideas before feeding back on them.
Councillor Lock said: "We have had constructive talks and I feel that some meaningful proposals have been put forward. These proposals will now need to be costed and further discussions will take place once this work is completed.
Councillor Tutt said "I hope that we will be able to agree a way forward which can be supported by the majority of people and businesses in the town".
