'Good’ rating for Local Transport Plans

The government has announced that East Sussex County Council’s second Local Transport Plan (LTP) is ‘good.’ It also assessed the delivery of the first LTP as ‘good’.

The announcement came as part of the local transport capital settlement for 2007/08 following assessment of the second Local Transport Plan (LTP2) and our delivery report on our first Local Transport Plan.

The government described the LTP2 as “a good plan with a consistent solid performance across all nine assessment criteria”. It went on to say that “The plan is especially strong in regard to its ‘air quality’ strategy”. Other strong criteria included involvement with effective widespread consultation and road safety.

On the first LTP, the government acknowledged “a good standard of overall delivery and a positive impact on local transport provision” in East Sussex, “with some strong delivery in places”.

As with previous years, the majority of the settlement will be spent on road maintenance to continue the good progress made on improving the condition of the county’s roads and footways. We will also be implementing a number of important integrated transport measures in East Sussex, including the development of parking schemes and a wide range of bus priority, traffic safety and walking measures.

I am delighted that Government has recognised the good progress we have made in implementing our first Local Transport Plan, and developing the second. We will build on this solid foundation and, together with our partners, continue to improve transport provision in East Sussex over the next 5 years”

The assessment process involves both the Government Office for the South East (GOSE) and the Department for Transport.

The possible rankings for the LTP2 were:

  • Excellent
  • Good
  • Fair
  • Weak

The possible rankings for the Delivery Report on the first LTP were:

  • Excellent
  • Very good
  • Good
  • Satisfactory

The Government does not provide the funding to finance the majority of the borrowing levels determined in the settlement.

The decision for the exact levels of funding for each area will be made as part of the budget debate at cabinet on 30 January 2007 but will include spending to improve bus services, traffic calming and measures to aid pedestrians, amongst others. The Maintenance funding will be used to maintain and improve the condition of the county's roads and pavements.
