The Planning and Highways Sub-committee today (26 April 2006) deferred the decision while officers conduct further negotiations with the company over a number of key points including issues to do with access, noise, landscape, visual impact of the building and adequate replacement of playing fields. The Director of Transport and Environment will report back to the Sub Committee once negotiations are completed. We hope that these negotiations will be achieved as quickly as possible.

Following the refusal of planning permission by the Secretary of State for a waste water works at Portobello in 2001, Southern Water submitted planning applications for the current proposal at Peacehaven in April 2005.
This is a major proposal, with detailed planning applications and supporting documents submitted to both Brighton & Hove City and East Sussex County Councils. The County Council has received over a thousand objections. It is important that adequate consideration is given to all aspects of this important proposal to ensure the right decision is made. The assessment of and a decision on this application within 16 weeks of recipt of application has not been possible for either council. For such a large and complex application, the statutory 16 week period is often agreed by both applicant and the council, to be too short.
Southern Water submitted a duplicate application, so that the councils can still conclude their assessments and come to decisions, while the appeal for the first application proceeds.
