Final decision about 10 year waste plan

The final decision about a 10 year plan for dealing with waste from Brighton & Hove and East Sussex will be made by East Sussex’s full County Council on 6 December.

The Waste Local Plan (WLP) sets out a strategy for managing the 1.5 million tonnes of rubbish from households and businesses in East Sussex and Brighton & Hove.

If adopted, the WLP will be used to assess all planning applications for new waste facilities, including energy from waste as well as those needed for recycling, so that the councils can achieve their objectives of increasing recycling and reducing disposal to landfill sites which are nearly full.

Both Brighton & Hove City Council’s Policy and Resources Committee and East Sussex County Council’s Cabinet have recommended that the WLP is adopted. Brighton & Hove City Council agreed the plan on Tuesday 29 November. The final decision will be taken by the full County Council on Tuesday 6 December.

Notes to editors

If both councils decide to adopt the WLP, there is a statutory 28 days notice during which time the Secretary of State can either request modifications or hold a further Public Inquiry.

After the notice period, assuming there have been no changes, the councils would advertise a notice of formal adoption of the WLP. This would be likely to be at the end of January 2006.

Background

The WLP has been through a number of consultations and a Planning Inquiry. All comments were welcomed on the first draft of the WLP. The WLP was then amended, and local people were invited to comment on the second draft.

The WLP was then the subject of a Planning Inquiry. An independent planning inspector presented the councils with his recommendations regarding the objections made at the Planning Inquiry and those made in writing during the consultation on the two Deposit Drafts of the Waste Local Plan.

The councils then published their response to the inspector’s recommendations and local people were invited to comment on the final modifications to the WLP over a six week period during February and March this year.
