Planning application for composting facility

Onyx South Downs Ltd has submitted a planning application for the construction and operation of an enclosed composting facility, including a visitor centre and woodchipping facility, at Whitesmith, near Chiddlingly

Now that the County Council has received the application and it has been registered, public notices will be put up at the proposed site and it will be advertised in the local newspaper. Consultation with Wealden District Council and Chiddingly and Laughton Parish Councils will take place. Local residents will be invited to make comments about the application over a three week period, which will begin once the advert is published.

All comments will be considered, but only those about planning issues, including the impact on residential areas, traffic levels and access to the site can be taken into account in assessing the proposal.

The planning application is on a 2.5 hectare site beside the A22 between East Hoathly and Golden Cross. Ancillary infrastructure with the application includes site offices, a weighbridge, visitor parking and service roads.

A report will be taken to the Planning & Highways Sub Committee which will then make a decision on the planning application. The date of the meeting will be publicised and the report will be available on the County Council’s website.

Notes to editors

1. The County Council will ensure all applications are being publicised by posting site notices, placing adverts in a local newspaper and informing immediate neighbours. It will also list planning applications on the Council's website showing the current status of an application.

2. The County Council will send a copy of the application to relevant councils and to the local County Councillors. It will summarise the key points from objectors and supporters of a proposal in written reports and make the original representations available to Councillors.

3 The County Council will aim to inform, in writing, any organisation or person making a representation on an application, about decisions within ten working days of the decision being made.

4. The aim of the planning system is to ensure that development can take place in the right place and in the right way, without causing unacceptable harm to people and the environment.

5 There are publicly available written reports on every application and the monthly meetings of the Planning & Highways Sub Committee are open to the public.

6. The public are free to attend the meeting of Planning & Highways Sub Committee at hich the planning application is discussed and decisions made by councillors. The date of the meeting will be publicised.

8. Receipts of comments is not acknowledged and the comments should be about the planning merits of the application only.

9. Copies of the report about the application are available five working days before the meeting and will be available on the website.
