Deputy Chief Executive and Director of Corporate Resources – Sean Nolan
Sean helps support the Chief Executive and the Council's directors to improve performance and drive up standards.
Deputy Chief Executive responsibilities include:
- deputising for the Chief Executive on a variety of local, regional and national duties
- decision-making on behalf of the Chief Executive when she is absent.
Director of Corporate Resources responsibilities include:
- overall responsibility for financial management, including budget, payroll and pensions
- managing the buildings that the Council owns or is responsible for
- information and communications technology – overseeing the buying, maintaining and financing of all IT for the Council
- internal audit – independent assessments that ensure Council services are efficient and effective and, as far as possible, reduce the risk of fraud
- risk management and insurance – ensuring that Council managers correctly identify risks, help to reduce the probability of harmful incidents and put contingency plans in place to minimise their effects. Also ensuring that the Council is fully insured for all eventualities.
- Treasurer for the Council – taking legal responsibility for the proper administration of the Council’s financial affairs.

- Chartered Institute of Public Finance and Accountancy (CIPFA)
- Treasurer to South Downs Conservation Board
- Advisor to CIPFA on the role of the Finance Director
- Vice President to the Society of County Treasurers
- Core financial advisor to the Local Government Association
