The Council Plan is divided into chapters which can be downloaded as pdf documents below. It sets out our priorities for the next three years with clear targets for achievement. We set our targets with reference to our available resources, past performance, public consultations and partnership agreements. It is made available to the public by 1 April, and updated throughout the year.
Detailed portfolio plans
Each cabinet portfolio, or particular area of responsibility, has an individual plan that goes into more detail than the chapters below. These are published with the Council Plan in April.

- Council Plan introduction (352k)
- Introduction by the Leader of the Council and a summary of the context, background and process used to set the Council Plan. It also includes a summary of the Council’s Medium Term Financial Planning, Revenue Budget for 2012/13 and the Capital Programme for 2012/13 to 2015/16 and beyond. (23 pages)

- Strategic Management and Economic Development chapter (19k)
- How we intend to improve the economy of the county, management of the Council, customer focus, communication, consultation and performance management. Effective strategic management is vital to ensure we can carry out our functions, including transferring responsibility for health services to the County Council and managing our business in the difficult financial climate that local government will face for at least the next few years. - Community and Resources chapter (28k)
- How we will support departments to deliver efficient and effective services in the light of the difficult financial climate we face. The portfolio provides strategic leadership, coordination and effective management of our financial, people, property, procurement and information technology resources and also ensures good governance across the Council. It also covers public health outcomes (5 pages)

- Community Services chapter (27k)
- How we will work to support the voluntary and community sector, improve library services, promote the arts, promote cultural diversity, preserve historic records, and modernise the Registration Service. (4 pages)

- Economy, Transport and Environment chapter (28k)
- How we plan to improve road safety and travel choices, access to the countryside, consumer protection, and emergency planning procedures. It also covers how we will work to reduce traffic congestion, manage and reduce waste, and promote the interests of East Sussex in the development of new and existing infrastructure. (5 pages)

- Community Safety chapter (11k)
- How we will work with partners to build safe communities and protect our communities from harm. (1 page)

- Children and Families chapter (33k)
- How we will work with partners and local communities to provide effective support and protection for children, young people and families, as well as developing resilience in families. We will work closely with colleagues, targeting support to the most vulnerable. It also covers how we will work to improve education outcomes for looked after children and care leavers, and how we plan to support children and young people with disabilities to make a smooth transition into adult life. - Learning and School Effectiveness chapter (23k)
- How we plan to target support to the schools and pupils most vulnerable to underachievement, promote fair access to education for all pupils. It also includes early intervention measures. (3 pages)

- Adult Social Care chapter (24k)
- How we will work and commission with partners to provide services which promote choice, independence and the well-being of people and their carers including the elderly, those with learning and physical disabilities and those with mental health issues. We remain committed to investing in prevention and early intervention. This also covers supporting children and young people with disabilities moving away from Children’s Social Care and into Adult Social Care. (4 pages)
