Council Plan 2011/12

The Council Plan is divided into chapters which can be downloaded as pdf documents below. It sets out our priorities for the next three years with clear targets for achievement. We set our targets with reference to our available resources, past performance, public consultations and partnership agreements. It is made available to the public by 1 April, and updated throughout the year.

Detailed portfolio plans

Each cabinet portfolio, or particular area of responsibility, has an individual plan that goes into more detail than the chapters below. These are published with the Council Plan in April.

Introduction by the Leader of the Council and a summary of the context, background and process used to set the Council Plan. Also includes a summary of the Council’s Medium Term Financial Challenge, Revenue Budget for 2011/12 and the Capital Programme for 2011/12 to 2014/15. (20 pages)
Strategic Management and Economic Development chapter (27k)
How we intend to improve the economy of the county, management of the Council, communication, consultation, and performance management. Strategic management is important to make sure we can carry out our functions and manage our business in the difficult financial climate. (4 pages)
Community and Resources chapter (33k)
How we intend to help departments deliver effective and efficient services and to ensure overall co-ordination and effective management of resources across the Council as a whole. How we will work to improve personnel and training, and promote the electronic delivery of services. (5 pages)
Community Services chapter (26k)
How we will work to provide community leadership, work in partnerships, improve library services, promote the arts, and modernise the Registration Service. (4 pages)
Economy, Transport and Environment chapter (32k)
How we plan to improve road safety and travel choices, access to the countryside, consumer protection, and emergency planning procedures. How we will work to reduce traffic congestion, manage and reduce waste, protect the most vulnerable, and promote the interests of East Sussex when we develop new and existing infrastructure. (5 pages)
Community Safety chapter (14k)
How we will work with partners to build safe communities and protect our communities from harm. (1 page)
Children and Families chapter (26k)
How we will work with partners and local communities to provide effective support to children, young people and families. We will work closely with colleagues to deliver joined-up services across the county, targeting support to the most vulnerable. How we will work to improve education outcomes for looked after children. (4 pages)
Learning and School Effectiveness chapter (16k)
Covers our education and schools services. Also details how we will work with partners to reduce the number of young people who are not in education, employment or training. (2 pages)
Adult Social Care chapter (26k)
How we will work with partners to provide services which promote choice, independence and the well-being of people and their carers including: the elderly, people with learning and physical disabilities, and people with mental health issues. We will remain committed to investing in prevention and early intervention to keep people healthy and to maximise opportunities for rehabilitation and recovery. (4 pages)
