Council Plan 2008/09 – Code of practice on workforce matters

We are guided by the 'Code of practice on workforce matters in local authority service contracts' (Annex D of the circular linked to below) involving the transfer of County Council staff, or County Council staff who were previously outsourced.

There are set procedures for projects involving the transfer of staff, including a pre-qualification questionnaire used for short listing prospective candidates to be invited to tender. These are held on the Department for Communities and Local Government website:

• ODPM Circular 03/2003 – including The Code of Practice on Workforce Matters in Local Authority Service Contracts
• The Government has also issued The Best Value Authorities Staff Transfers (Pensions) Direction 2007, which the County Council must consider regarding outsourcing.
