Using scrutiny to improve services
Scrutiny is the method used by non-executive councillors to make sure the Council is delivering services efficiently and effective. Acting as ‘critical friends’, councillors on scrutiny committees check on the Cabinet by:
- holding it to account for its decisions
- reviewing Council policies and service programmes
- making recommendations on future policy options.
Scrutiny ensures council services are tested to see if they give best value for local people. It can respond to the needs and opinions of residents and organisations.
