How reconciling policy, performance and resources works

We use a process called Reconciling Policy, Performance and Resources (RPPR) to develop our plans and budgets together. The process happens each year for the following financial year onwards. It's our main tool to assist the Council in identifying key policy priorities. It also formulates the Council Plan and associated budget plans to deliver those priorities.

This process is recognised by the Audit Commission and is commended as an example of notable practice.

The RPPR process is designed to:

  • facilitate the allocation and/or re-allocation of resources over time to address changing community needs and address key risks to budgets and service delivery.
  • ensure that the forward looking financial forecast influences and optimises the development of portfolio plans in line with the Council's key Promise.
  • make certain that portfolio plans identify the key actions

The process has been particularly useful for planning the 2011/12 budget in the current national economic circumstances.

Planning for 2012 – 2015
