Why do we use eligibility criteria?

The Department of Health provides a national set of eligibility criteria, known as Fair Access to Care Services (FACS). This was introduced by the Government in 2003 to provide a framework for deciding who could get adult social care services. All councils take into account the demand for services and what they are already providing, as well as available resources.
