Current requirements

Department of Transport Approved driving instructors (ADIs) provide theory and on-the-road training sessions for minibus drivers in East Sussex.

To drive a minibus with a maximum of 17 seats (including the driver’s) the driver must have a D1 category on their licence. Drivers who passed their test after 1 January 1997 are not given this category and are now required to pass PCV minibus theory, medical and practical tests to obtain a D1 licence.

Theory sessions (module 1)

Minibus risk management and driver awareness training sessions show managers and drivers how to identify the hazards faced in minibus transport, how to evaluate the risks and how to minimise the risk of accidents.

Theory sessions cover:

  • health and safety awareness
  • who has the most accidents
  • where and when they occur
  • what causes them
  • how can they be avoided
  • risk control measures
  • defensive driving
  • recognising and avoiding danger and hazards
  • journey planning and motorway driving
  • guidelines for safety of driver and passengers
  • dangers of stress and falling asleep at the wheel.

On-the-road training (module 2)

Road training helps drivers with the transition between a car and a minibus. Drivers are trained and assessed to ensure that they are safe and competent.

There are many differences between cars and minibuses. The braking distances of a loaded minibus are much longer than those of a car. Cornering or braking is very different, especially on wet or icy roads. The driver must develop a defensive driving style and improve perception skills to avoid potential collisions or loss of control.

Minibus driver permit

The Council checks that the driver’s licence has D1 category and that their eyesight meets the DVLA minibus requirements.

To obtain a Council minibus driving permit drivers must take both modules – ie attend the theory session and undergo the practical on-the-road training and assessment.

Copies of the assessment reports and minibus driver permits are sent to schools or other organisations employing the driver and to the drivers themselves.

Minibus driving licence

Drivers who passed their test after 1 January 1997 must pass a Driving Standards Agency (DSA) Minibus PCV medical, theory and practical driving test to drive East Sussex County Council education or social services minibuses with between nine and 16 passenger seats.
