Street furniture

Responsibility for the installation and maintenance of street furniture in East Sussex is shared by the district and parish councils and East Sussex County Council. You can find out how to report a fault and who to contact about different types of street furniture, below.

Report a fault

Problems with most types of street furniture can be reported using the online fault reporting system.

East Sussex highways

East Sussex County Council highways team are responsible for:

  • most street lights, although some parish and town councils are responsible for their own. Find out more about street lighting.
  • all warning, regulatory and information signs
  • all permanent traffic signals, eg traffic lights and pedestrian crossings. Find out more about traffic lights.
  • traffic counter boxes and counter strips across roads
  • some reflective posts and bollards, except those licensed to the owners of private homes
  • some salt bins, although many are licensed to parish councils or residents' associations.

District, town and parish councils

District, town and parish councils are also allowed to place certain items on the highway, and some of these items are licensed by us. District and parish councils are generally responsible for:

  • litter bins
  • dog bins
  • benches
  • planters
  • road name signs.

Contractors

Temporary traffic signals and traffic management around roadworks sites are the responsibility of the contractor that is carrying out the work. Every site should display a board with the contractors details and a 24 hours contact number.

Under the New Roads and Street Works Act 1991 (NRSWA), statutory undertakers, eg water, gas and electricity companies, are permitted to place equipment on the highway. They are responsible for street furniture such as:

  • telephone/electricity poles, stays and cabinets
  • mobile phone masts and cabinets
  • fire hydrants
  • stop valve markers.
