Parking controls in Eastbourne
Latest information about proposed revised parking controls and charges, in the Eastbourne town centre Controlled Parking Zone (CPZ) and part of the seafront.
Draft Traffic Orders have now been advertised for formal consultation. Traffic Orders are the legal documents which allow on-street parking controls to be introduced and enforced.

What has happened since the last update?
Preliminary consultation on these proposals was carried out in spring 2008. The results were reported to a Cabinet meeting in July 2008 and the decision was made to carry out a formal consultation exercise.
What changes are being proposed?
New Traffic Orders would introduce revised on street parking controls, including parking charges, in the existing town centre CPZ and along part of the seafront.
We do not need the Secretary of State’s or other third party approval for the proposed Traffic Orders. However, we have applied to the Secretary of State for powers to adopt Civil Parking Enforcement across Eastbourne Borough (not including Borough Council car parks). The proposed Orders would make minor changes to the layout of the parking controls. The main effects of the Orders would be to introduce:
- on-street pay and display parking places with a maximum two hour stay across the majority of the existing CPZ
- on-street pay and display parking along part of the seafront, operating seven days a week with a maximum stay of 23 hours 55 minutes
- charges for parking in shared-use bays (permit holders and pay and display parking)
- a range of different types of paid parking permits for residents, residents’ visitors, businesses, hotel guests, health and care workers and traders
- a maximum of three hours parking in all Blue Badge bays in the CPZ. (but no maximum stay limit in the Blue Badge seafront bays).

The proposed Orders also include some changes suggested by responses to the earlier consultation. These are in Grove Road, Lion Lane, Lushington Road and Grand Parade. Residents and businesses in these streets will be contacted separately about these.

Copies of the above documents are also available for inspection at County Hall, Lewes, the Parking Information Centre at 55 Gildredge Road, Eastbourne and Eastbourne Central Library, Grove Road.
Commenting on the proposals
Anyone wishing to object to the proposed Orders or make any other representations should do so in writing, stating the grounds on which any objection is made, by Friday 22 August 2008 to:

What happens next?
Any objections and representations will be considered by our Planning Committee on 22 September 2008. A decision will then be made as to whether to introduce the new controls, with or without modifications.
