Household Waste Recycling Site vehicle permit scheme

If you want to take household waste to our recycling sites using a trailer or commercial-type vehicle, you will need to apply for a permit.

The permit scheme improves the service for legitimate waste disposal and reduces the amount of trade waste illegally taken to the sites.

Trade or commercial waste will not be accepted at any time and if a member of staff suspects you are intending to dispose of trade waste on site, you may be refused entry.

Who can apply for a permit?

Permits will only be issued to residents of East Sussex and only household waste will be allowed at the Household Waste Recycling Sites (HWRS).

Is there a charge for the permits?

No, the permits are issued free of charge to East Sussex residents to dispose of their own household waste.

How often can I use a permit?

Permits are issued annually as a sheet of 12 which may be used at any time, eg once a month, or all in the same month.

When you have used all 12 permits you will not be able to use your van or commercial vehicle to dispose of household waste at a HWRS, so you should plan your visits carefully. Additional permits will only be issued in exceptional circumstances. A site visit to your house may be necessary to establish the reasons for the extra volume of household waste.

Each permit has a unique number and will be returned to us after use. Photocopies, duplicated or expired permits will not be accepted and we may take action against anyone found to be abusing the system.

What happens if I arrive at a site without a permit?

If you bring your household waste to a site in a van or commercial-type vehicle without a permit, you will not be allowed to enter.

How should businesses dispose of their waste legally?

All commercial waste, even small amounts must be taken to a licensed waste facility or removed by a registered waste carrier. For advice, contact the Waste Management team.

You will be turned away from a site if there are any suspicions that your waste is trade or commercial in origin, even if you have a permit. If you are found to be disposing of trade at a HWRS then you may be fined or prosecuted.

What happens if I lose my permits?

Replacement permits will be issued free of charge. Only unused permits will be replaced, eg if you have already used four of your permits, only the remaining eight will be replaced.
