Development plans
The Development Plan for an area is made up of a number of individual plans. Together, these set out the planning policies for the future development and conservation of that area. Generally, planning application decisions must agree with the development plan. Development plans therefore give developers and local people a clear idea of the types of development that are or are not acceptable in their area.
The Planning and Compulsory Purchase Act 2004 has made significant changes to the individual plans which will form the development plan for an area in the future.

There are arrangements for the changeover period where old-style plans and policies can be 'saved' for a specific period. Saved plans or policies remain part of the formal development plan for the area for the saved period or until they are replaced by a new style of plan. Read more about the changeover arrangements.

Under the old system, all local plan policies had to follow the structure plan. In future, new style local development frameworks and minerals and waste development frameworks will have to be prepared in line with the regional spatial strategy.
