This document came into effect in October 2008 after the publication of revised regulations and Government guidance, including:
- Core Strategies should include more details on locations for major development including possibly allocating strategic sites
- more evidence on infrastructure delivery (waste facilities, related transport improvement)
- community engagement – should be continuous, with clear opportunities for involvement
- removal of the need for consultation on a ‘Preferred Options' document.
Consultations
We are consulting on the draft Waste and Minerals Plan until 8 December 2011.
We intended to consult on a 'Proposed Submission' draft of the Core Strategy in February 2010. This wsa delayed due to:
The revised schedule includes dates for the following key stages:
- Consultation on the draft Waste and Minerals Plan.
- The statutory consultation on the 'submission draft' Plan.
- Submission of the Waste and Minerals Plan to Government.
- Public examination by a Government Planning Inspector.
- Adoption of the final Waste and Minerals Plan by the Councils.
The amended scheme also includes provisonal dates for the preparation of the Minerals Sites and Waste Sites documents.
Between 21 October 2009 and 25 January 2010 there was a major informal public consultation on the preferred way forward and the outline strategic locations for major waste and minerals development:
The ‘Options Testing Dialogue' stage was carried out in Autumn 2008. This involved consultation with key partners on revised issues and options, following the Waste and Minerals Development Framework (WMDF) – Issues and Options consultation in February 2008. The Options Testing Dialogue considered the practicalities regarding delivery of the Core Strategy.
