Waste and minerals plans
The 2004 Planning and Compulsory Purchase Act aims to speed up preparation of development plan documents (DPDs), so that each document can be reviewed and changed independently from the others and ensure that DPDs:
- are kept updated
- achieve more effective community involvement
- ensure the right development, in the right place, at the right time.
Under the Act, Structure Plans and Local Plans are being replaced by:
For the County Council this is known as the Waste and Minerals Development Framework (WMDF). This will be a set of documents which together deliver the planning strategy for waste and minerals for East Sussex.
The Minerals and Waste Development Scheme sets out:
- details of the new documents that we propose to prepare under the new planning system
- the existing plans we intend to save, over the next three years.
Under the new system’s changeover arrangements, local plans under the old system can be ‘saved’ for three years from when the Act came into force, or from when they were adopted.
Current waste and minerals plans
The Waste and Minerals Local Plans therefore remain part of our Development Plan for the ‘saved’ period, until they are gradually replaced by the Development Plan Documents (DPDs) which are being jointly prepared by East Sussex County Council and Brighton & Hove City Council.
The current Waste Local Plan will be replaced by:
- the Waste and Minerals Core Strategy
- a Waste Sites Development Plan Document, which will set out details of sites suitable for waste management
The current Minerals Local Plan will be replaced by:
- the Waste and Minerals Core Strategy
- a Minerals Sites Development Plan Document which will include details of sites for minerals extraction and processing
- a Proposals Map showing area and site-specific policies.
