What issues will be considered in making a decision?

Councillors making the decision and officers advising them must consider whether there are planning grounds for refusing planning permission or for granting permission, subject to conditions.

The law requires that the Development Plan for an area is the primary consideration in deciding a planning application.

Some of the planning issues that will be taken into account are:

  • the effect on people’s quality of life
  • potential traffic problems
  • impact on the environment.

Issues such as the personal circumstances of the applicant, or the effect the development may have on nearby property prices are not relevant to planning decisions. They will not be taken into account in making the decision.

The application cannot be refused just because people oppose it. The major consideration will be whether the proposal is consistent with planning policies in the Development Plan for the area.
