Energy from waste facility, Newhaven

A planning application was submitted by Veolia Environmental Services (formerly Onyx South Downs) in November 2005, for an Energy from Waste (EfW) facility and waste transfer station on land at North Quay, Newhaven.

Development of the site

Permission for development was granted and works started in April 2008. Contaminated soil was removed and underground construction of the boiler hall and foundations are almost complete.

During March and April 2009, extended construction operating hours which would not affect local residents, were agreed. A Construction Liaison Group meets regularly to discuss the project and any concerns.

Decision

November 2007 – the planning application was considered in February 2007. It was reported again to Planning Committee on 7 November, to consider the relevant changes in circumstances since the February decision. Conditional permission was given, subject to a legal agreement.

23 March 2007 – the Secretary of State decided not to 'call in' the application for her own decision. The permission is subject to several conditions and completion of a legal agreement.

21 February 2007 – the Planning Committee decided that it wished to grant planning permission.

Previous consultation on the planning application

Following public consultation between December 2005 and January 2006, planning officers assessed the application, considered the comments and sought technical advice. Key to this assessment was the Development Plan, which includes the adopted Waste Local Plan.

The Environment Agency has redetermined the application for a Pollution Prevention and Control permit for the proposed Energy from Waste facility.
